Borough Government

Highspire is a borough in Dauphin County, Pennsylvania.  In the Commonwealth of Pennsylvania, there are three primary types of municipal governments: boroughs, cities, and townships. A borough is a self-governing municipal entity, equivalent to a town in most jurisdictions. Boroughs are usually smaller than cities, but may have a similar in residential areas.

Borough governments are comprised of a mayor (elected to a four-year term) and seven council members (elected to four-year overlapping terms). Appointed by council, the Borough Manager is responsible for carrying out policies and enforcing the ordinances of council. 

Compost Facility

The Compost Facility, located on Aviation Way, beside the Wastewater Treatment Plant, is open to all resident of Highspire, every Wednesday from 3:00 p.m. – 6:00 p.m., except for holidays, non-residents and commercial entities will not have access to this facility. A permit is required and can be purchased at the Borough Office during regular business hours. The permit dates start July 1, 2022 – June 30, 2023. The fees are as follows: $20.00 per year and $25.00 per load for curbside pickup for permit holders only. All fees are required to be paid in advance. Residents must show their permit, photo ID and proof of address during drop off.
